If the underlying network experiences problems such as reset or restart conditions, the transport layer will try to recover from the error and return the end-to-end connection to a known safe state. As we shall see, to ensure that the data arrives error-free at the final destination, the transport layer must be able to work across all kinds of networks, whether they are reliable or not.
