For example, the Patent Office, which is another agency of the Department of Commerce, had, and I suppose still has, a backlog of several hundred thousand patent applications. If memory serves me correctly, the backlog at that time was way over 200,000 applications. It has long been obvious that a modern, sophisticated information collection and retrieval system for the Patent Office is a national, if not an international, necessity. My colleague, Herb Holloman, who was then Assistant Secretary for Science and Technology and who is now President of the University of Oklahoma, did his level best to persuade : first, me; secondly, the Secretary of Commerce; thirdly, the Bureau of the Budget; and, finally, the Appropriations Committees of the House and Senate, to install such a system, but we never got to first base.

It is understandable in the frame of reference within which Congress operates. I was struck by Bob's comment that we ought to devise rational Comments 33 policies. Whose kind of rational policies were you talking a b o u t ? Were you talking about the engineer's rationality? Were you talking about the scientist's rationality? Were you talking about the philosopher's rationality? Or were you talking about the politician's rationality, which is a far, far cry from any I have already mentioned. It is to the politician's rationality, if we are going to address ourselves to Congress; it is to his frame of mind; it is to his intellectual set, that we have to fashion the kind of arguments we want to make, so that he will understand it within the context of his framework.
