His own personal observations of the Erie Canal and of the Long Island Sound traffic had satisfied him of New York's crucial importance. Niles supplied an additional argument when he called attention to the New York market for manufactured products. As he was fond of pointing out, Connecticut was poor in everything but its enterprising population. One of the most densely peopled of all the states, it had an abundance of cheap, skilled labor. Connecticut shipyards could underbid most of their competitors in other states.
More importantly, Samuel Welles was impressed too. He approved of the emphasis on practical subjects such as bookkeeping, modern languages, mathematics, and surveying. His financial situation had improved since he had, in effect, rejected Gideon's request for a college education in 1821. 32 The blasting of his brief literary career prompted Gideon to accept his father's offer. He enrolled as a cadet in early August i824-33 The first impression Welles had of the academy could not have been favorable.
In message after message, he recommended internal improvements, tax reforms, mechanic lien laws, state aid for agriculture and industry. Gideon Welles, who opposed these "Federalizing" tendencies, still admired him as one of the greatest governors in Connecticut history. "He was a statesman among statesmen," wrote Welles in retrospect. "10 Wolcott failed in his efforts to ensure the orderly development of his native state. At the end of his long public career he had gained the unenviable distinction of being a prophet without honor in his own land.
